Redcar would need an additional bus to work the RC4 unless they were to drop some journeys (not popular given we're increasing stuff at present!) so it would make sense to wrap it around the 6. It would also provide some revenue to back the service up too I guess, given the recent addition of external funding streams what with the NHS funding in Newcastle as another example.
