May I suggest that any new members / non-established members to the forum have their posts moderated to reduce the amount of pointless posts / drivel and pointless / duplicate topics being created.

Q IF you are new how do you know it has been talked about

For example imagine a newby coming on and discussing Wiltshire Drive ?
Simple, if the topic hasn't been discussed, or it's new, then the mod will simply approve the new posters message. If not, they just deny the post and point the new user in the right direction of where the subject is being posted.
I don't think we need to. This generally isn't enough of a problem that we don't catch and merge threads as they happen.

Plus, we've always allowed this forum to be as open as possible, where perhaps others close their doors and severely restrict discussion. I've always found that ordering people around tends to deter them from posting.

Obviously we'll revisit if it becomes a huge problem, but at this moment it really isn't.
