That 25 man squad would normally represent the 'first team'. So as long as any game played is from that pool of players, it's just a manager using the resources available.
Yes, the rules state a First Team of 25 must be registered at the end of each window, but they dont have to strictly stay within that, the squad can supplemented with an unlimited number of Players U-21...
