I've just heard that the Council have purchased the land where the railway club and Sinatra's is situated, likely for the multi storey car park.

Interesting, apparently the owner got a Million quid for Sinatra's.......... from a council which apparently has NO money..........................

Where are you getting that they have no money? They have £174m in usable reserves, some of which will be used for capital investment such as the one you describe.
