Previous funding has enabled Go North East to get the 9 for 53/54 and the next 9 for ??? (Q3 perhaps, as now it's been butchered it only needs 8 buses).
As with all things with transport in the NE there was no clear integration - upgrade of routes that frankly could probably pay for themselves over time.

I mean, NECA  is led by a former British Gas engineer and Tobyn Hughes leads Transport NE, a man so indescribably incompetent its unreal - that's not the thinking we need at the top

Is there like a full list of bids put in does anyone know.

I think you'd be way off the mark. I don't think anyone is as obsessed with Southeastern as this forum.

The penalty has been paid, there'll be some reputational damage but everyone in the main is moving on. The stock market certainly doesn't seem to care too much, further rail contracts have been awarded...

I'd assume that bid would have covered a significant proportion of the Teesside area too, much like many of the other bids which have been accepted - so to me, if anything, that would be the more surprising rejection.

On 27 July 2021, 17 further LTAs were selected under the standard process to progress to Phase 2 of the competition. They are:

I'm not sure about that the RMT are on GoAhead like a hawk lately, seen they're having a go at GBR over the renewal of the GTR contract. Then again they're always moaning though to be fair.

I was surprised they didn't get that one mind tbf.

It's a shame that bid didn't go through tbh. Looking at the map, it would seem to be the X4 rather than the X3 (based on the route by the coast in Redcar) but only as far as Brotton which seems odd...guess it doesn't really matter now tho lol.
