Whereas a structured training programme could monitor driving standards, do things like 1st Aid and much more over the same period with a much lower cost.
Then there's other EU countries apparently running the same CPC - but I bet it isn't to the same standards nor quality.

Think it's the 14:05 5 off Darlington although who knows with how bad things have gotten, Darlington is essentially a standstill by all accounts.
