If GNE reduce the 309 to every 20 minutes, instead of using the C&C services to go toe to toe with Arriva (although still between Station Rd and Newcastle), here is a concept that could fill a gap left in North Tyneside and a very successful concept proven on the Durham / CLS to Newcastle corridor that has yet to be filled by Arriva.
Cobalt & Coast 309:
- Reduced to every 30 minutes.
- 15 minute frequency between Cobalt & Newcastle still provided in conjunction with revised 310.
Cobalt & Coast 310:
- Reduced to every 30 minutes.
- Revised to serve Cobalt Business Park but will omit High Farm and Hadrian Park (for any journeys that run via HP).
Cobalt & Coast 311:
- Increased to every 15 minutes.
- Revised to serve High Farm.
Cobalt & Coast PVR / frequencies:
- 14x Volvo B9TL.
- Interworking pattern from North Shields will be 310-311-311-309-309-311-311-310. All changeovers take place at Buzz Bingo on Middle Engine Lane to comply with driving hours.
- Will combine to run every 7-8 minutes.
- X39 journeys provided by 311 or misc workings in according direction.
X-Lines X38:
- Same route as Arriva 308 between Blyth and Billy Mill then non-stop to Newcastle Haymarket only calling at St Mary's Place.
- Every 20 minutes Monday to Friday with peak time journeys running every 15 minutes.
- Every 30 minutes on Sundays.
- Every 30 minutes during the evenings reducing to hourly after 21:10 departure from Haymarket. Journeys at 19:40 and 20:40 terminate at Whitley Bay Cemetery.
X-Lines X38 PVR:
- 4x B9TL (6114-17) and 2x Mercs from 63 reg batch if Connections 4 is upgraded.
- Mercs refurbished to X-Lines standard including USB ports.
Current PVR (57/309/310) vs New PVR:
- 57/309/310: 25x
- 57/X38/309/310/311: 25x meaning no PVR increase

Why? Just Increase 309 to 12 Mins
How about bringing back the 10C renumbering it M1 and extending to Washington Galleries via A1.Would Take about 52-55 mins in each direction runs hourly, with a PVR of 2. Would also replace Nexus R1 as well.
NEW Service 4, Newcastle - Gosforth - Quorum - Killingworth, operating every 30 minutes Mon-Sat xx:10 and XX:40 from Newcastle, XX:20 and XX:50 from Gosforth, XX:31 and XX:51 from Quarum and XX:40 and XX:10 arrival into Killingworth Bus Station, departing at XX:15 and XX:45 towards Newcastle.
As the Q3 already operates from the Quayside to Great Park, the Q4 could be an extension of this service, operating between Regent Centre and Killingworth. I don't think we need anymore Quayside services. I'd like to see an X42 service Newcastle - Killingworth - Kingston Park, at peak times Monday to Friday.

Also renumbering the 11 to 43 is a good idea. As 4 is currently in use for the Connections 4, maybe the new service could be numbered 44 or 64.

Issues:
(29 Dec 2019, 11:40 am)Jimmi Posts have been made in the upcoming changes thread suggesting that reducing the Newcastle to Chester section in frequency would be a bad idea and re-numbering the shorts 21A would be pointless and confusing. It's not reducing the frequency as putting the 21 & 21A together would give 8 buses an hour- the current amount.
Replacing X21 with the 21 would not be an attractive option for those travelling towards Gateshead/Newcastle from as far as Bishop Auckland and Spennymoor, already a long enough journey without stopping at every lamppost in Birtley.

(30 Dec 2019, 6:47 pm)streetdeckfan So is Durham to West Auckland. And the issue is it still will be even after the X21 extends there.
The only people who will be using the X21 over the 6 are the people who are coming from the north, where GNE already serve.
The others more than likely connect to a different Arriva service in Durham, so it would make no sense for them to switch to the X21 instead.
Until GNE start offering more services in Durham (ie, relaunching services they sold to Arriva), the X21 extension to West Auckland is likely to be a failure, or at least not as successful as they hope
This is the issue with each operator having their own territory, there is no competition
