If the TMO is to be trialled in the cup at what point should it be used, all the way from the qualifiers, from the 1st Round Proper or the 3rd Round? should it be for all games or televised games and how should it be used? I am thinking some kind of challenge system, I think something like the Challenge System Tennis or the time-out system seen in American Sports and it should only be used for a couple of reasons 1. Red Card decisions 2. Goals ruled out for offside or foul 3.
