Part of the tours that the judges went on showed some of the more deprived areas in the county which similarly required investment. Almost a comparison between what can be done with investment, and what happens when there isn’t any.

After the failure of the City of Culture 2025 bid, 5401 has been hidden away today up at Consett and spent today on the V1 / V2 routes.
TBH it was a similar reason why Newcastle Gateshead didn't win it a few years ago as apparently Liverpool needed the money more.
