As far as I am aware - it isn't against the law to do so. In fact, there is a well known twitter page who does just that, to an audience far larger than NEB's. They even got a photo of Ed Milliband asleep on the train once. Bus drivers get slated for sticking their fingers up but personally I wouldn't want my face photographed by strangers there either. Swings and roundabouts.
