Well, if GNE are going to re-move the evening 309 & 310 times again or increase the evening frequency, then I don't think they'd want Arriva to get a hold of any potentially sensitive information considering what Arriva did the last time.
If the evening 309 & 310 moves to xx:20 and xx:50 followed later on by xx:25 and xx:55, then Arriva will be in trouble because if they then decide to move their times to xx:05 (306), xx:20 (308), xx:35 (306), xx:50 (308); then GNE will simply move back to xx:15 & xx:45 meaning although GNE could lose out slightly in Battle Hill (or maybe not due to xx:05 and xx:35 being a bit too sharp for passengers), they will potentially hoover up passengers waiting for the xx:50 308 as well as still making gains along the Coast Road corridor. Furthermore, the 309 would still be compliant with the Cobalt shift patterns too.
All bus companies and council can get copies off all bus changes and timetables that have been submitted to VOSA by a bus company.
Any person can get these details aswell from VOSA but there’s a fee for each registration details.
