I'm sure they'd put one at Penshaw on the Metro loop too.

That's the attitude. Talk it down before it's even started!
If anything, the Leamside Line will come first. It’s already much further down the line than anything else that was part of the announcement. Don’t underestimate how popular the prospect of an alternative route for freight is. To make it work properly, the east chord from Tyne Yard to the Tyne Valley Line would need to be reinstated but that shouldn’t be too difficult.
wonder if Leamside Line will be completed before Northumberland Street?

Kim got her photo op with the Transport Secretary and signed a nice piece of paper...but now she has to prove the schemes worth.
Chances of it actually happening? Just ask Tracy Brabham about the Leeds Tram...
Belmont Viaduct is being cleared for structural assessment, whilst not directly linked to this announcement, it is the easiest way (new A1 crossing) of getting to Durham. The trackbed is intact all the way to Newton Hall. And the Stadlers can do Newton Hall to Durham & back on battery, or fit a halo to the platform if the northern bays are possible to reinstate.
