As long as the bus is 'serviceable', that's all that matters.

It's an odd one I agree. Henry Cooper arent operating it at any extra fares to what East Coast Taxis are advertising I suspect. But if Henry Cooper actually organise the tour and East Coast Taxis just act as a ticket selling agent then it would need registered I think. So since East Coast Taxis are taking the separate fares, and one would assume they must be paying Henry Cooper a fixed fee, it would be technical a Private Hire as far as Henry Cooper is concerned. 

I think if it went to the Traffic Commissioner it would be argued back and forth.
