I am guessing they must be expecting 555 to fail miserably, to go to the expense of hiring a bus in.
That or the expected repair bill isn't cost effective.

Unlike a car, a bus gets a MOT from year 1 not year 3.

It wouldn't make sense to have the entire fleet to be off the road for testing at the same time.
It makes sense they are staggered, to take into account demands on the fleet and any repairs that would need carrying out.

The Drifter Streetlites have a 5.4 Litre 4 Cylinder Cummns ISBe.
Though the Engine is actually smaller than the Drifters and Red Kites, The Daimlers work better with the Micro Hybrid system so will be around the same in power and no jerking.
