I think it might just be to separate the batches.
Would be logical to have 5395-5401 at Stanley and 5402-5409 at Chester-le-Street, rather than 5395-5400 at Stanley and 5401-5407 at Chester-le-Street, with 5408 and 5409 at each respective depot, in my opinion.
