I can understand where the Council are coming from. I'm sure tacho-wise they're behaving themselves now. But if they're prepared to bend (or break) driving hours rules; what else are they not complying with?
I agree. The rules are there to protect employees and the public, and it seems they've been more than happy to benefit them, despite the risks.
Of course, they wouldn't be excluded from the retendering process mind.
