That vehicle would not meet PSVAR requirements, as the nearside of a vehicle has to be fitted with a 'route number display and a destination display' - ie a display capable of showing the route number and ultimate destination of a service. The display being used on the nearside of that vehicle is only capable of showing a route number, which is only acceptable on the rear of a vehicle.
As ghastly as the front display is, I would imagine that it would comply with the PSVAR regulations, although wouldn't be 'best practice', as it shows both terminal points on the display at once.
