The approach is inconsistent from what I've seen.

• OAPs tend to just be let on the bus no questions asked.
  
• Adults/Teens/Kids are hit and miss - I've seen everything from someone being threatened with the police, to people just being waived on.
  

The most worrying thing I've seen is when I once had to pay a young lasses fare. Her card was showing 'travel not allowed'. Despite pleading that it's just worked on another bus, and that she didn't have enough money for the full fare, she was told she'd have to get off the bus. It was about 9pm during the dark winter months too.
