So say it starts on 5th June, how long do companies have before it closes?
Just to add to Adrian's comments, Newcastle Council have just released a tender for the Go Smarter scheme. The bid/expressions of interest are from 0930 on the 6th June and it closes on the 28th June at 1000.
The estimated contract start date on 1st July. You can draw your own conclusions as to whether it will start on then or not
