The aim of adding grab rails, visual aids et al, was to make the vehicle accessible to all, with 'reasonable adjustment'.
Whether this all falls under reasonable adjustment is open to debate.
However, a partially sighted person has every right to sit upstairs.
Every bus built since 2001 has had to comply with DDA(PSVAR) from new, with a certificate issued for each bus.
These buses must therefore comply with DDA - I think the bell pushes are on the seat backs.
