They're just 2 plastic hooks mounted inbetween the double seat and can rotate to bring it out further to put a larger bag on etc. They're probably rather easy to snap off, if they're the same ones on these E200MMCs.

I believe the hook they're referring to is the small hook that you can see underneath the stop button.
