Don't forget, whatever happens now, will continue to have an impact over the next few years.
It hasn't been mentioned in this discussion, but the ex London Presidents are coming up to 15 years old and won't be around too much longer.
So although they may be being pushed onto secondary duties (as well as sticking about on the x21), they shouldn't be on secondary duties for too long before they are shipped off elsewhere.
