Do they essentially prop up an organisation unable/unwilling to make things work on a commercial basis and are unable to adapt OR do they think of passengers and their ongoing needs as far as connections and the types of tickets they need?
If I was in charge, I'd tell GNE to do one, bar them from any tenders relating to the routes they've cancelled and redesign the Network One ticketing offer so that the majority of passengers don't lose out following on from these changes.
It also depends on who get's the service aswell mind. If Stagecoach got the 37 for example then they'd arguably be lots of connections and their tickets available in the Sunderland area or if Arriva decided to punt for the new Kibblesworth service then they'd get connections to Gosforth, Killingworth and along the Coast with through connections available to Durham with the X12 at CLS if it was timetabled right (GNE barely serve the areas anyway). Not to mention if it does the 28A route, connections from the same places to the South end of Team Valley.
The 317 is a prime example of that where arguably the new operator actually offers more and it seems quite busy whenever I see it.

Also the 28 sounds interesting, sounds like it might be getting split into 2 services. One partially covering the 25 around Birtley then heading to Ouston via the 28 route then a second which appears to omit Birtley running direct to Kibblesworth from the way I read it with Birtley to Kibblesworth being covered by the new taxi bus
Wonder if the Kibblesworth side will be the 28B route omitting Birtley, it seems doable within an hour.
