Only plan I can see for the StreetDecks is 6x for the 47 with 2x to Washington for the X1. Or....maybe something like the 58 as people have mentioned as that would still leave 1x left over for the X1.
Or despite movements, maybe GNE don't repaint any XLines vehicles for a while (maybe removing any route specific text) and see how the changes bed in?
Personally I have a feeling all the Streetdeck's will leave Consett for fleet standardisation, there's no need for them there and the 47 is a secondary route when there's routes like the 58 which are usually flagship for fleet investment running around with ex London stock.
The two 64 plates would be better at Consett imo. Riverside obviously don't see much in them as they're never allocated to the X10 instead having the B9's on instead so having new Streetdecks there to go on instead would be an improvement if needed. Not to mention they would be together with the 21 and X21 batch when (and if) they eventually move there which very often have Omnidekka's on.
