The Tees Valley Combined Authority have an agreement with both Stagecoach and Arriva that 20% of their combined PVR within the Tees Valley is operated by vehicles which meet the Euro6 emission standard - hence the upgrading and cascading of the E300s rather than the E200MMCs. (Partly off topic but Arriva's share of that agreement is covered by the MAX Pulsars converted for use on the X12).

Given Hartlepool were originally due to get 27805/9/12 and so far 805/12 have entered service at Stockton (adding weight to the long-mentioned issue with full size vehicles and Hartlepool's maintance shed), along with mention that 39663/8 - both of which were due for withdrawal last month when their MOT expired - have been re-tested, suggests the likelihood of that rumour being true is about as likely as a pig flying.
More likely to see some E200s cascaded in from somewhere to replace the remaining MANs at Hartlepool.
