From the comments it seems like there was a driver closed the doors ready to move off and a elderly man was running for the bus. Imo if this is what happened the bus driver is in the right when you're ready to move off shut the doors you *shouldn't* allow anyone on. 

That's why context is so important. 
It's all he said/she said prior to the recording.

However, what we do have is a recording of a driver on the verge of a heart attack, threatening passengers and members of the public.
