Given the legal document for the qualifying agreement is specifically between the two operators (GNE & Arriva) only, I'm very surprised at this.
If they do accept tickets, they are doing it off their own back. Absolutely no obligation to do so, it can't even be enforced by Nexus, as they are not party to the agreement either.
