£7.4 would be around £673,000 per bus if evenly split, so I'd imagine some of the cost is for infrastructure?
Can't remember the numbers but there's the Arriva X46/64 and Stagecoach 30/31 to add into the £7.4m aswell, much more than 11 buses.
