Yeah agreed actually. Wouldn't surprise me one bit if you ended up with a response of:
NECA: Not our problem, it's outside our area, talk to TVCA.
TVCA: Not our problem, the ticket was bought outside our area, talk to NECA.
It's the sort of nonsense you generally get when councils / governments don't work together.
