What I was trying to say, was that 'tourist fares', may/will put off locals who would add to the people using it already.
It doesn't take much, for word of mouth to get around.

Imagine me telling other FPF members about the great bus operation that is set up to visit Hadrians Wall, but is more expensive than taking the car?
We both know which option most people (including tourists) would take.
