The LEA at councils will soon to cease existence. You can understand that, as there's little point when there's a no more than a small handful of schools left in LEA authority. The reason why mentioning this is important is because schools are going to be in the same positions as commercial operators. They aren't going to fund a school bus service if it's not commercial sense to do so. It actually raises questions about the current provision of scholars services too.
