The main problem is not Sunderland to Peterlee (or Sunderland to Seaham), but Seaham to Peterlee. If one of the 22 or 23 could be rerouted via Seaham this would double the Seaham to Peterlee link (without going twice round East Durham to get there which the only option to the X7 does!)
