I'm pretty well aware of the poor passenger numbers on the X21, got on it one evening and it left with me and one other passenger! Arriva probably now has too many services between Peterlee and Sunderland. An additional GNE service from Peterlee to Sunderland may possibly do okay as passengers who use the East Durham services and connect in Peterlee may be attracted to two GNE buses an hour to Sunderland and could potentially swipe passengers from the competition (Arriva).
