Doesn't the 'right to transfer' only apply when a company is taken over by another?
For this to occur, some agreement (such as when GNE took over the Arriva Hexham operation and depot) would be needed.
If Stagecoach merely 'withdraw' there will not only be drivers but vehicles (and, maybe, depots) involved.
