I believe that certain operators have policies that buses aren't to be reversed, other than in a bus station, unless a banksman is present to assist. Obviously with it being a company policy, it's up to each individual operator to decide on whether or not they need to have that policy in place. I'd imagine part of the reason behind it is due to either risk assessment or demands placed by insurance companies.

Stagecoach Oxfordshire's 18, does a turn/reverse in a car park in Clanfield as well as at a junction in Black Bourton if my memory is correct.

I've attached a pic of one of the buses now with Gateshead Central Taxis on one of its former regular workings with Geldards , a school run from Harrogate, taken back in April.
