If a local authority or a PTE partially subsidises a route (i.e a few late evening journeys) but not a full on tender, can they dictate what times they run at as a condition of the subsidy?

With Newcastle currently down to play at home on New Years Eve with the typical higher than usual passenger loads on matchday evenings (even when a 3pm kick off), would a skeleton service from after 7pm until 10.30-11pm not be feasible on the following routes?
Arriva:
- 43 - hourly (extended to Blyth via X11 route)
- 45 - hourly and runs clockwise loop
- 308 - hourly
- X21 - hourly to Ashington only
- X18 - hourly to Morpeth only
GNE:
- X1 - hourly
- 21 - half hourly to CLS, hourly to Durham
- 47 - hourly and extended to Consett
- X72 - 2 hourly
- 27 - hourly
- 56 - hourly
- 58 - hourly or every 45 mins
- 6 - 2 hourly
- 10B - hourly
- 311 - hourly
- Q3 - hourly or every 45 mins
- 97 - every 45 mins
Dunno what would maybe work for Stagecoach?

Quick question, I see the Arriva North East Regionwide Ticket at £8.60 is incredible value and was looking at using it tomorrow (Sat 29th) from Scarborough to Newcastle via the X93/X94 and the X12. (might take the train to Newcastle from Boro if time is tight) Any issues doing this journey Scarbro to Newcastle with this ticket ? Never used this ticket before so just a bit wary in case of any problems. Don't foresee any but any info would be welcomed.
Of course going back to Scarborough afterwards too. What is the single fare from Scarborough to Middlesbrough on the X93/X94 by the way for comparison ?
