Certainly wasn't because of low numbers, as stated above, it always carried good loads.
The route still exists (proving there is demand along the route), you just have to get an 8 and X1, rather than one bus for the entire journey.
It was replaced by the re-introduction of the Lime 8 between Washington and Sunderland, along with the 2A/2C which combined gave a greatly increased frequency.
