It's always been the case that the vehicles would get their base colour, and then appear on the first day of 'new service' with their decals added.
Maybe in hindsight GNE would have prioritized the Coaster rebrands above the MetroLink repaints for example.
They did prioritise the "Coaster" repaints above the "MetroLINK" repaints.
The "OK Expressway" repaints were also above the "Coaster" repaints though, as they were being refurbished and then getting done straight away and sent to Hexham.
Alongside general maintenance, I guess their target was just never going to be fulfilled.
