Calling at the following points only:Best way to deal with "short hop" fares is to have a 'no change' policy for fares under a certain amount with drivers under order to use discretion where necessary (minors, vulnerable passengers etc) and not just decide to give no change because they can't be bothered even if the bus is running slightly late. Basically, if someone goes legging it at the last minute with a £20 for a short hop to the examples given above, then the driver could refuse the fare unless the punter wanted a very expensive bus ride! If however a minor or other type of vulnerable passenger did the same, the driver could politely ask if they had anything smaller but if not, still issue the fare and give change
