Shops, callcentres and factories are open and I imagine some offices too. Enough people will be at work to justify opening your nursery.
Granted people will be sticking in leave requests and the kids are off school, but there still will be some demand for buses - at similar levels to the factory fortnight at the very least.

Ye, first time in a while, i'll of worked throughout the 27th-30th December (if i'm in, might not be in yet), we won't be as busy as normal but still there's demand for us to open, you'll be surprised at how many nurseries don't open during Christmas.
