When they removed the circular element from the Birtley - Washington services, it left some passengers in the position of being able to get the bus home from the shops - even though they couldn't get the bus to the shops.
If the buses merged like we were discussing (I can definitely see advantages in doing so), it would ultimately leave some passengers in Chester in a similar position to those in Birtley. Someone may be able to take their kids to school on the bus, but not get them home.
The 34 still goes to chester regardless. So people would still be able to get there and back
