It was all down to the route NYCC stipulated. Arriva suggested to NYCC in the second year of operation that running all journeys via the P2 route was most logical, however it wasn't adopted.

Unfortunately, the West Cliff variation is a political stipulation and the Solo has prohibited further growth (couldn't be any bigger due to the route it took) around West Cliff.

For 2018, some obstructive parking spaces have been removed following consultation with residents, with DD operation now suitable around West Cliff.

Goes to show, I don't think it has 'taken them this long' to realise. Probably taken longer to cut the red tape...
