Wonder why they don't use the Frequenta spares 1457-60 on the 7 and 1423-8 on the X66/67 if there are insufficient Max's?

Because 23-28 are the new solos in the eyes of the senior management. 23-28 are officially for Frequenta 7 because of an agreement between arriva and SBC regarding the NSAs.

The Frequenta spares *1456-1460 go on the MAX routes when a MAX bus is unavailable simply because they have WiFi on board just like the MAX spec.
