It is a nationally mandated scheme, all road-based public transport providers (other than coach companies like Megabus) have to provide it and who owns the company is irrelevant. Only a change in the law can get rid of free bus passes and that can only be done by the government in for England & Wales, or the Scottish government for Scotland. It’s a pointless discussion, tbh.
