I agree Whitby for the 95 is the best place for them - already fitted with Next Stop Announcements so one improvement straight away. As to where 2870/1 go (2862 is at Gardeners for accident repairs at present), I would suggest Darlington allowing 2815/7 to move to Blyth to replace MPDs. 2828, I'd send straight to Blyth or Ashington as an MPD replacement.

Envrio400s to Durham - that sounds like the plan judging by the current rumours (there's main versions going round). MAX ALX400s to Jesmond yes but likely to be replacing some of 7488/90-4 at Jesmond rather than the MAX spec examples.

The rest - we enter fantasy land. New buses for the 64 are about as likely as new buses for Blyth's 1. The E200s from there would be useless at Stockton - the majority of Stockton's routes require Pulsars in terms of capacity even the 7 (as the frequency reduction on there came at the start of the 6 weeks, nothing yet to say how many of the boards will hit the schools at finishing time - 4 out of the 6 previously used to get the kids from the various schools along the route). Plus the Pulsars you've suggested to move from Stockton are required - the 17/17a are supposed to be allocated 'NSA-fitted Pulsars' which at Stockton are 1423-8 - 1423/4 indeed are fitted with 2 of the 6 NSA systems previously fitted to the Solos prior to their transfer to Yorkshire Tiger. The OmniCitys at Darlington will see out this year - their depot duty controller (the well known Mr Wise) has confirmed on photos of them on Facebook that they are earmarked for replacement by Pulsars next year. As for the B9TLs - they'll be staying at Whitby for the foreseeable. 7609/10 are the interesting one however - the Park & Ride contract stipulates vehicles used on there must be 10 years or younger, hence P2B running board is booked for 1440 outside the Summer Holidays (when all that board does is the 0920 X93 from Scarborough to Whitby). Therefore, they will be due for replacement next year or at the end of the 2020 summer season.

In regards to the cascades from Yorkshire, I believe 2826 & 2831 can also transfer back to Blyth, directly replacing 2x MPDs.

As for Stockton, the 7 managed to survive using MPDs & Solos, and if they do have issues with capacity I'm sure the Enviro 200s can easily manage the likes of the 8 & 15...

Finally to Whitby, if 7609 & 7610 don't transfer back to Blyth, they could make an exchange with Yorkshire for 2x 2015 Enviro 400s off the 202/203. And for the additional summer board I'm sure Arriva could get away with using one of the X3/X4 StreetLites, as one is always used on Moorsbus on a weekend anyways...
