I would hazard a guess, whoever is responsible for subsidising the services has looked at the last pre-COVID timetables and said "I want that one", so thats what they'll get

Aren't they mostly just to increase efficiency with improved interworking patterns, I'm sure they could twist that to make it sound like they're saving the government money!
