The X21 could easily be an all stops through Chester and I can't see it making that much difference in the grand scheme of things, particularly when you consider the stopping arrangements of some of the other expresses.
Not saying it's ideal and I'm not really a fan of expresses being stopping services (contradiction in terms of there was one), but it would certainly make up for any diversion of the 21.
To be honest, I would imagine the residents of Chester Moor would be happy with the 21 being diverted closer to the majority of the houses there.
X21 was revised to serve all stops between West Auckland and Chester-le-Street, Front Street when the frequencies on the Durham to Chester stretch on the 21/X21 were revised around the start of the year (X21 since reverted to half hourly for the whole route)
