If they're looking at boosting tourism I'd have gone something like., Whitley Bay North Shields, Tyne Tunnel, Jarrow, Washington and then direct to Beamish. Serving areas that would require a change at Newcastle or Gateshead usually and provide a direct service instead.
Agree on the point that the service could be better if coming from somewhere other than where the 28/28a already serve.
I'd think this service could impact on the existing services, particularly where they pick up punters in Newcastle or Chester. Theres no reason for passengers to travel on the 28/28a to/from Beamish when this exists.
Send it from somewhere where there isn't a direct link to Beamish and you are potentially winning three times.
