Because ToonLink is a very generic name, and makes sense on any route that serves Newcastle. Heck, they could even shove a ToonLink on the X21 and it'd still work since it's linking Bishop to Newcastle
They could have easily made it a sub-brand like X-Lines but for the non-express routes out of Newcastle, if it wasn't such a horrific name!
