Pushing stuff back 5 minutes to 2320 really isn't going to make a blind bit of difference in whether folk use the last bus or not. Not to mention shifting that departure back 5 minutes may put those duties over drivers hours or have other knock on consequences. 

A later bus (2345 Vs 2315 for example) may be a solution, but given that it's been trialled and failed then there's likely not enough appetite on those corridors.
